I am trying to display an array of messages at the end of my PHP class. My message handler is working, but only if I "add_message" from within the main parent class and not if I call this function from within a child class. Sorry if this is vague but was not sure how to word the question.

Because you want to keep the messages around different object, you should pass the object or use a static variable.
I would use a static variable like so:

Although global variables might not be the best design decision, you have at least two approaches to achieve what you want:
Use singleton.
Nowadays it is considered anti-pattern, but it is the simplest way: make message handler a singleton:

Then instead of creating a new instance of MessageHandler access it via the static method MessageHandler::instance(). Here is a demo.
Use DI container to inject the same instance (that is created once and held in the container) into all instances that need to access it. This approach is more preferable, but harder to implement in the project where there is no DI container available in the first place.
I have a class with a bunch of chained methods. Here is an example:

So if I want to call the addTen() method I can do like so:

The above code doesn't work because the chained methods return the current object from the Sum class. So I managed to fix this by changing the addTen() method so it calls the res() method after the addFour() method like so:

In the above case, that is ok because there is only on method being called from inside the addTen() method but what if I need to call a lot of other chained methods from inside the addTen() method? How can I do so the res() method is no longer needed to be called after every single call from another chained method inside the class (it could become unhandable to have a lot of "->res()" being called everywhere in the class).
I do not know what is your task for this class, but manually writing "add" per function will not make your class adaptable. As I have noted, you have used an array and not chain the $res properly. Since this is a sum class I would expect that you want to sum up the chain.

This is certainly the best OOP architecture option because you isolate the behaviour in a standalone class as a service. If you do not have a dependency injection mechanism with services, I would suggest you to define the registry class as a singleton!
In my example, I used a InterfaceName to have a low coupling between Registry and its handled instances.
I understand that one can use interfaces to mandate the definition of a function, but I cannot find something that enables one to mandate function calls, such that e.g. if I create a class being a member of another class (via extends, etc), with a function, for that class to automatically ensure that mandatory functions are called in part with that function.
I mean, to clarify further:

Okay, to clarify further: in PHP, if I extend and declare a __construct() for a child class, that child class will override the parent __construct(). I do not want this, I want the parent construct to remain and mandate whatever as it pleases just as the child class may do so also.

I would use a domain-validating decorator with some doc-block metaprogramming magic. But this is really a job for an entire library, which no doubt exists.

In effect, if I have a class c and instances of $c1 and $c2
which might have different private variable amounts but all their public methods return the same values I would like to be able to check that $c1 == $c2?

With reflection you might also implement a more duck-typing kind of comparision, if you want to, like "I don't care if it's an instance of or the same class as long as it has the same public methods and they return the 'same' values"
it really depends on how you define "equal".
It's difficult to follow exactly what you're after. Your question seems to imply that these public methods don't require arguments, or that if they did they would be the same arguments.
You could probably get quite far using the inbuilt reflection classes.
Pasted below is a quick test I knocked up to compare the returns of all the public methods of two classes and ensure they were they same. You could easily modify it to ignore non matching public methods (i.e. only check for equality on public methods in class2 which exist in class1). Giving a set of arguments to pass in would be trickier - but could be done with an array of methods names / arguments to call against each class.
Anyway, this may have some bits in it which could be of use to you.

You can define PHP's __toString magic method inside your class.

When using the comparison operator (==), object variables are compared in a simple manner, namely: Two object instances are equal if they have the same attributes and values, and are instances of the same class.
They don't get implicitly converted to strings.
If you want todo comparison, you will end up modifying your classes. You can also write some method of your own todo comparison using getters & setters
You can try writing a class of your own to plugin and write methods that do comparison based on what you define. For example:
