I am studying on Machine Learning project and I want to do it with php on web. Is it possible and if it is, do you have some suggestion about library or ideas? If it is not , I will continue my project on java with Weka tool.
Here's one, I haven't tried it though,
https://github.com/gburtini/Learning-Library-for-PHP
I don't think there are many Machine Learning libs built using PHP, in college I built an expert system using Java Jess:

Hope this helps :)

Can someone please recommend a good CRM system? If this question should not be asked here, please let me know where to ask it as I thought this was the best place.
After checking out a few cloud-based services, we chose CapsuleCRM because of its easy integration with our cloud-based accounting system (Xero). We did have a look at Zoho too.
And you're right, this is not the place to ask this question - perhaps try superuser, but I'm not sure. Also not sure why you've used those other tags for this question.
How about vtiger http://www.vtiger.com/
This is new and pretty simple - Onekloud CRM.

I'm looking into freelancing PHP projects on my spare time so I'm revisiting my rusty PHP skills. I believe contributing to an open source project could refresh me quickly. Also, if you have other suggestion please feel free to suggest. Thanks!
Drupal , Kohana or silverstripe
Also check out Laravel - Its a rails like php framework thats been gaining a lot of traction lately.

I am looking for a good (stable enough, intuitive enough, and the more technologically modern and advanced - the better) free PHP-based online groupware/collaboration system. 100% UTF-8 is a requirement. OOP-style code is an advantage. And collaborative mindmapping would be a cool feature to have. The team is of ~20 people. Any suggestions?
You could take a look at Horde. I've only tangentially been involved with it, but it seems to meet all of your requirements.
