You can memorize the $id in a cookie.
when the user loads the page, you have to check the database for the current selection.
then you change the html based on the selection:

<OPTION value='0' selected='selected'>Closed</OPTION>
by the way, your ID has not been set in this form. you need to escape that as well

You need to set the selected attribute of the correct option tag:

I usually find it neater to create an array of values and loop through that to create a dropdown.
You mark the selected item on the <option> tag, not the <select> tag.
So your code should read something like this:

My suggestion is to leverage the hidden/collapse attribute. Try with this example:

The code basically places all of your options in an array which are called upon in the foreach loop. The loop checks to see if your $options variable matches the current selection it's on, if it's a match then $selected will = selected, if not then it is set as blank. How could I make category2 to be the default value for the select box instead of category1? I tried this:
