There was an interesting challenge to create a web service that allows the 2nd people to communicate with each other voice, the voice has to be distorted. Of the languages I use PHP, I would like to know if there are any formulaic solutions / libraries for this task?

I'm building a mobile project that needs to be in constant communication with a server and i need some information . I know how to build local apps but this is the first time that i'm building an app that requires external call to a server / authentication service .
I'm asking for guidance how to proceed and which services/servers to use.
What type of server/database do i need ?
I'm guessing i will be requiring an API service but no idea how to choose/make one.
I want to use azure services/database but i also don't want to be dependent on it. I want to have my own url that i send request to and interact with a server/db that i can later move to another host fairly easily.
I develop websites mostly and i'm familiar with php/laravel + Mysql but i think in this case it will be overkill to create a laravel app simply for the server backend .
The app will be mobile only so i don't expect to have a webpage for it . simply an external server/database where the data will be saved.
First i need an authentication service - where each user will register on the phone which will then be saved in my external server/database . Then when they need to login - they will input the login details on the phone , which will query the esternal server/database and if validated - get their details from the server.
First, you need to decide which kind of server communication you'll need. it's in real time and constant? then you'll need a websocket. It's in bursts when you need to send or get data? then you'll need some kind of webservice (REST, RPC, SOAP). Then you have to evaluate the user load you'll have. And finally, the human resources you'll have.
Based on your question, I think a REST webservice will be more than enough. You may:
-Create a REST service for every group of related resources. Example: the /user URL should handle the signup, login, logout and user update operations.
-Create a method for each one of those operations and handle them. Then, call the method from the REST service class.
-Depending on the amount of users and the technology you're using, create a server to handle the requests, or upload your REST project to a server (tomcat, for example).
-Create an app and consume the REST services from there.
There are tons of tech you can choose for these things. PHP allows creating REST services, I think. Java is a very good choice too, since you can use the same code in both server and android apps. Node.Js is pretty popular, too, since you don't need servers and uses NIO (althought java can do both things using jetty and also has multithreading); golang and scala both have superb performance (golang is a lot more easier to learn, though, and it has no need to use external webservers).

For mobile applications the best will be REST (representational state transfer),becouse is lightweight and flex to use in other technology. I had project which include REST and mobile app and web app and it working very well.
In this scenario, we usually will build a REST API service for client end. Also you can leverage other light 3rd part PHP frameworks to build REST API service.

Use XMPP Server (XMPP server uses Socket programming, so once a connection will be establish, then it uses that connection each and everytime, you no need to create connection everytime, like HTTP).
Or Use GCM (Using Push Notification you can send and receive messages as well).

XMPP is a communication protocol for message-oriented middleware based on XML (Extensible Markup Language). In plain words it is a protocol used for instant messaging.
While APNS and GCM are services used to set up push notifications for your apps.
So, it's a bit different.
I believe building a chat app from scratch is not an easy task for you.
So, I'd recommend using a ready backend and concentrate on client-side implementation of your app.
For backend you need to choose a provider with the set of features most suitable for your project and then start app development with the API provided by your backend provider. You might find this article useful when choosing.
It seems you are looking to get going fast on your chat implementation...the xmpp implementation is one way. Firebase provides another. Having implemented messaging via xmpp as well as firebase, I can offer up this tip: stable connectivity and auto-reconnect logic in an openfire+SMACK implementation is not particularly reliable. I have had recurring troubles maintaining connection in the face of drop offs; updates in Openfire that may or may not conform to the older SMACK library versions are not helpful (no one guarantees for conformity - you are on your own). Others with more xmpp-based experience may attest to these difficulties. Firebase is not without its own challenges but I found them manageable. I also recommend you checkout at least one opensource chat library implementation via firebase (github link being one such). With firebase the connectivity issue largely goes away and a host of new options open up. I prefer if the backend is fully taken care of by the library provider so we only need to focus on UI. Hope this is helpful.
I have been studying WebRTC from last 2 days but couldn't understand how to develop and stand up a server based on WebRTC for iOS.
I really don't want to use any 3rd party Audio/Video chat service providers in my application even if they are WebRTC based. I want to create my own WebRTC based custom Audio/Video chat.
I just need a startup guide for developing WebRTC based chat server.
Couple of things:
You will have to work with the NativeAPI and compile for iOS, this tutorial should help, this is for the iOS client side only.
If you chat is only one-to-one a simple websocket or socket.io with node.js for your signalling server should be simple enough
If you want numerous parties in the same chat, you will either have to handle all the individual connections(numerous individual peer connections for each device connecting) or implement a type of MCU, licode is an EXAMPLE of such
Those links are just examples of how people have done similar things before, you should not have to utilize their libraries or their solutions. But, you WILL have to use the WebRTC Native API, handle numerous peerconnections for each client(or create your own MCU server), and handle the signalling between each client(for connection start up and tear down).

Also they have provided their own turn and stun servers which can be only used in windows server 2013. Overall library is very well documented and easy to use.

I want to code an Android client and a Windows.exe server application (possibly PHP., I am still trying to decide).
I have no problem with developing the server app, but have not yet done any Android coding. Mostly, though, I am unsure about how to communicate between client and server.
A client aapp will login to the server then at regular intervals send its location (GPS coords) to the server which will store the data in a MySql database,
A second Android app will display a historical trail of where the first user has been using Google maps, plus a little more functionality.

Hmmm, since much of the data returned as a response to GET by one of the apps will be data used to draw a Google map with a series of points showing travel, could I do the heavy duty processing on the server & return the HTML (or JS) necessary to display it an dhave the app embedd a browser in its UI to display the map? (the UI will also disply more, but maybe I shoudl just make it browser based HTML & JS, rather thn an actual Jav Android app? As you can see, I am confused)
[Update] I want to code both the clients and the server and to host the MySql database. I would prefer no 3rd party frameworks unless they are excedding simply to use and play very well together with Delphi or PHP.

Are you trying to create App that can be delivered from Google Play Store or a Andriod enable Web application? You Question is confusing in your need. If you are looking to create Andriod Apps then definitely PHP is not going to serve it up. Look for Andriod SDK and create your interface using that, then for Windows Server EXE you can do PHP based API or as suggested by other answers. But for User interface PHP is no. You need to read and understand the different between APP and Web App. or your question is not very clear on topic.
A client wants to use our (ERP) web application as some kind of incoming and outgoing calling software. He needs phonenumer recognition and to be able to dial a number by clicking with the mouse and then pick up his phone.
Somehow a TAPI or VOIP connection must be made on the clients computer, I think... for this I could create a small listener/dialer program (not in PHP, but in Delphi for example) that is installed on each client,but how would I let this communicate with the browser / web server?
Another way could be by installing our web application on the server of the client itself, which has a direct link to the telephone software server.
Has anybody ever done something like this in PHP ?

Is your ERP software written in php? You may want to integrate with Asterisk (and open source pbx) (and by extension FreePBX if your in php anyway)
