I'm querying my database to return a set of results from highest to lowest. But, it seems as if the query isn't entirely ordering the results that way. My code is as follows:

It seems that for all of the values less than 100 and over 100 it works. But, how can I make this order work with all values instead of just within those less than and above 100?

Change the data type to numeric like double, real, float. Try it.
Make ppg double, real or anything numeric, not varchar.
Use ORDER BY ABS(ppg) if you don't want to touch your structure
You could let PHP sort it.

I have this script executing as a cron job everyday to update days remaining to pay invoices. I first query every row of my table and attempt to store the data in a multidimensional array but this seems to be storing everything I query in the first element of my array.

Currently the output from my first query is:

and my error log only gives me a notice for $rows['COUNT(*)'] being undefined (which makes sense)

There are a couple of simplifications to get all of the rows. Instead of...

You can just return all rows using fetch_all()...
$rows = $result->fetch_all (MYSQLI_ASSOC);
echo json_encode($rows);
Then encode the whole array and not just the one element - which is what $rows[0][0] was showing you.
As for you other problem - change in your select statement to
COUNT(*) as rowCount
and then you can use this alias for the field reference...
$rows['COUNT(*)']
becomes

By performing the correct query in the first place.

You get the error at this line:
if($staffID[$i] == $staffID[$i+1])
Say for example your $num_rows variable is 3. Then the $staffID array would have indexes 0, 1 and 2. But what happens at this line I noted is that once $i reaches 2 (which is a valid since it's less than 3) you go and do $i+1 which equals 3. And, as you can see, the index 3 is out of the bounds of the array.
If you wish to do this like you wrote your for loop should be like this:
for($i = 0; $i < $num_rows-1; $i++)
But, there is a better way without even doing the for loop. You can do it all in the while loop by making use of the in_array function. Or as Ignacio pointed out, you could do it all on the SQL level.
Not a good way to solve this problem. You should use GROUP BY query for this.

And also about your error. It's because of

on last iteration $i is equal 4 and $i+1 is 5. But $staffID array has no element with such key

For example, if a user wants to see items between the prices 4 and 15, he can submit it and then it will show only the items in that price range. How can I do this? How to echo this?

Apart from a major SQL Injection issue, your script is looking fine. Just some small typs and syntax errors. Compare this one to yours:

At least cast posted values to int to remove the chance of anyone injecting malicious SQL code into your query. You should use proper escaping in the future
You dont need to add the & character before in line two. You dont need to assign the value by reference. just assign the plain old way
column and table names can not conain spaces in MySQL. Are you sure that is the correct name of the column? Maybe there was an underscore?

You could run both queries, one outputs to $response1 and the other to $response2, then you can use:
echo json_encode(array('table1'=>$response1,'table2'=>$response2));
JSON is just a text representation of a data structure. If you want to store two separate results in a single structure, then do
data['response #1'] = 'blah blah blah';
data['response #2'] = 'other other other';
You could store the two queries' data into a single sub-array, but then you'd need some extra data to be able to differentiate betweeen the two data sources. "did this record come from query #1? or from query #2?"

I'm trying to create a dynamic list (5 row results) in php by first getting data from one table then using a resulting var to get the latest uploaded "image_links" (just 1 from each of the 5 artists) from another table -- then echo out.
The code here gives me the only one row with the latest image. When I comment out the "// get the latest image link uploaded ///" section of the code I get the 5 rows of different artists I really want but, of course, w/o images. I tried (among a bunch of things) mysql_result() w/o the while statement but that didn't work.
So what am I missing?

If I read your code correctly, I see you looping using data from query1 in the control structure, and a lookup on query2 within each loop. You are reusing the variables in your loop1 control structure for query2 ($num and the query handle ($res)) for the second loop. Probably not desirable within the loop.
You're sharing the variables $num and $res between the two queries ... your original properties will be overwritten when the second query is run. Use different property names for the inner query.
Example of problem:

this is a mess - as others have said you're using the same variables for different purposes.
That you're storing integers which seem to represent enumerations in a char field is bad.
You're iterating through the second result set to find the last record (from an unsorted result set!).
You only need one query - not 2.
