If you are talking about connecting to your Websocket using Php, then YES, it is doable. There are a few libraries like Php WebSocket client or Websocket php that can connect to your websocket as a Client.
You can also check out this Websocket Client for an example.

My unswer NO. You can not fully use the websocket client logick, using only the server part(for example php). Because the server side know anything about the browser. Server - receives a request and returns a static result. All magic in the browser is javascript. Javascript can dynamically listen all user events, post a query to server and insert a response from the server to the page. Websocket can not work without javascript in browser.
This is WebSocket definition:
WebSockets are a bi-directional, full-duplex, persistent connection
from a web browser to a server. Once a WebSocket connection is
established the connection stays open until the client or server
decides to close this connection. With this open connection, the
client or server can send a message at any given time to the other.
This makes web programming entirely event driven, not (just) user
initiated. It is stateful. As well, at this time, a single running
server application is aware of all connections, allowing you to
communicate with any number of open connections at any given time.
The only thing you can do, is learn node js. It will allow you to write the browser (client) part and server part on one language - javascript. But however this will be different parts of application, and you will use different approaches, to program each part

I have setup Linux environment and test. It is working fine. It might a firewall issue in windows.
As per my knowledge, the newer version of windows (after service pack-3) has some of the RPC rules for connection (Limit of HTTP requests and connection in second) so, that might be an issue.
Please read this.
As of now, change the operating system is the one of a solution.

I started a PHP Socket server on Windows Server 2012 R2 by running the command: php -q C:\path\to\server.php. The problem that I have is that after several hours the server I am not able to connect in JavaScript. I have done hours of researching to figure this about, but since there is no errors I don't know what to search. My only thought is that it may shutdown from inactivity.

with some success but when scaled to multiple users it failed .
It's throwing out the error that no socket resource was given in parameter for socket_select but that's not true .

I m actually trying to build a better and more useful social network than facebook(no adds ,no cookies).i am using websockets instead of traditional php,ajax,sql(long -polling ) which is much slower.any help will be greatly appreciated :)

Everything works fine but what I would like to do is have the username send to the server so if someone connects, it shows their username instead of the IP. Just wondering how I would go about doing this. Thanks in advance!

So, onto what I hope will answer your question ...
What you could do, is send the username in the websocket.onopen function (Formated so that the server can understand when a new username is being sent), and then alter the server.php code to then notify everyone of the new user ... So it would look something like this:

I am writing a WebSocket server. While handshaking is successful and server can send encoded data using RFC standard, socket_select() can only detect changes when a new client is connected, not when the client send data to the server. What is happening?

That's because you have to accept the new incoming connection using socket_accept(), passing in the socket you've used for socket_listen().
The resulting socket can be used to check for incoming data as expected.
Edit
It seems that you forgot to add $write = $this->sockets; before your call to socket_select().
I figured out that to enable the socket select to detect data from the client, socket server has to send a dummy message to the client first immediately after handshake.
