I feel this is going to be a stupid answer but it appears to be what you don't understand...
The web is based in a markup language called HTML. This language has tags (delimited by angle-brackets) that allow you to define the structure of a document. On top of this, you have another language called CSS. This other lang allow you to define how HTML is going to be displayed on screen.
You may argue that you already have a web page and you've written it with the PHP language instead of the two other langs I've mentioned. That's not enterely true: you code in PHP, sure, but you use PHP to generate HTML. And it's HTML what finally reaches the browser (Firefox, Explorer...). PHP is executed in the web server, not in the browser. The browser can only see whatever HTML you've generated.
To sum up: you have to forget about PHP, Google and the whole weather thingy. You first need to write a static HTML document and style it with CSS. Once you've done with it, you can finally replace the parts of the information that are dynamic with values taken from your PHP variables.
And since you seem to need a table to display tabular data, the appropriate HTML tag is <table>:

I have a loop in my view that outputs all the content gathered from the database:

I feel like I am missing a step on how to use PHP values in this way.

I have to verify this, but to me it looks like you are echo'ing a string with a PHP function. The function site_url() is not executed, but simply displayed. You can execute it by running the eval() function. But I have to add this function can be very dangerous and its use is not recommended.
Update:
To sum up some comments: The use of eval() is discouraged! You should reconsider / rethink your design. Maybe the use of tags which are replaced by HTML are a solution (Thanks to Manfred Radlwimmer). Always keep in mind to never trust the data you display, always filter and check!
I'm not going to accept this answer as #Philipp Palmtag's answer helped me out alot more and this is more supplementary information.
Because I'm reading data from the database it seems a sensible place to leave some information about what content is stored. In the same table that the content is stored I have added a "content type" field.
In my view I can then read this content type and render appropriately for the content that is stored. If it is just text I can leave it as HTML markup, images all I need to do is specify the file path and then I can scale this as I see fit.
I have updated my view to something akin to this and the if/else statement can be added to in the future if required:

trying to insert an image into some php. This code pulls from the database thumbnail page to show an item's details. It works fine when it's text "see it in 3d view" but when I try to insert a premade image in that location instead (a button jpg, aka "img src="#"), I'm getting an error. How can I do this correctly? <img src="#"> would never work. src="#" is a shortcut for "current page". e.g. browsers will try to use the current page's URL as the source for the image, which means it'll be trying to load a bunch of HTML as if it was a jpg/gif/png image. Since html isn't any of those, it'll just be a flat-out "this image contains errors" error.
Whatever you're putting in $thumbnail needs to be a proper url, e.g.

I would start out with cleaning up your file and remove some of the unneeded overhead (I personally love to have my controllers (Which is generating the output for my view files)

Well, you've put the a tag where it's not allowed, so any browser's answer is legitimate. You should put an a into each td. Perhaps, you may alternatively handle click event for tr element, but that would require javascript.
The problem is that that is an invalid place for an <a>. No DTD will allow what you have tried to do.
Your approach is all wrong. You have to use Javascript to make a whole <tr> clickable. AFAIK, there is no way to do this in any HTML variant alone.
Try something like this:

Anchor tags (a) are not allowed as children of table row (tr) tags, see the documentation here. Only table header (th) and table data (td) tags are allowed.

The way I do it is to create a template file(.tpl if you wish) and insert markers which will be replaced with str_replace in PHP. The code will look something like this:
For template.tpl file

For the PHP

$some_data = 'Some Text'; //could be anything as long as the data is in a variable

That's it in a nutshell but it can get a lot more complex. The marker can be anything as long as it's unique.

PHP itself is efficient templating system.
And nowadays most developers agreed that dividing your PHP code to business logic part and display logic part is most preferable way.
It can be very limited subset of PHP of course. You will need an output operator (<?=$var?>) one, a condition <? if(): ?>...<? endif ?>, a loop <? foreach(): ?>...<? endforeach ?> and include.

I am using this fantastic example of a jQuery editable invoice as a template for creating dynamic invoices for my users.
It's working quite well and I am successfully generating the items but I now need to save the values entered into the various text fields and enter them into the MySQL database.
I am confident in doing the MySQL entering with PHP but what makes this trickier is that the amount of 'invoice items' is completely dynamic and I am unsure how I can get PHP to 'check' through the pages text fields and find new ones, group them and then add them to my DB.

I am thinking that I need to perhaps generate unique ID's for each invoice items text field, ie item-1-desc, item-1-cost etc, but that involves writing javascript which I know almost nothing about. Also I would still have to get PHP to loop through the ID's somehow until it reached the end...
If anyone has attempted something similar before or you can see a solution to my problem I would greatly appreciate your help.

Use the php form array syntax name="item-desc[<?php echo $id?>]"
You can then iterate them on the backend with foreach to store the data. You have the id's as keys to the arrays so it should be fairly trivial to update the db.
