So I'm kind of tossing an idea around in my head... is it feasible to write a webapp that asks for a user to input a snippet of code, and then compiles it remotely on a server, and returns the output back to the user?
feasible sure, you could definitely make this work from a technical point of view. but in terms of security, it sounds very dangerous.

I want to write a simple php code that the user cant download the movie like youtube site and can only see, I came across a series of results such as hls, ffmpeg, rtmp in my search, but I do not know which one is useful or has a library for php at all or not.

It’s not possible. The server can not differentiate between “downloading” and “playing”.

i want to login from my website via link on a partnership website. To program this with PHP, is not a problem for me. But i ask myself if there is a standard or good practice to do this.
My current solution is to use a proxy. Does anyone have a better idea?

You should definitely take care that the link for log in on that partner website is only valid once. Moreover, you should take care of timing attacks, etc.
The best thing is that you use one-time tokens and that your websites communicate with each other via an internal API. This prevents most of the issues.

Found a weird hack today someone was exploiting,
was wondering how this arbitary code could execute thousands of emails an hour.

There's nothing weird about the code you posted -- it builds up a PHP function in an obfuscated fashion -- then it calls the generated code.
The real problem/issue is, how is your server being made to run this code? If you have indeed been exploited by this, it's because you're allowing them to run arbitrary PHP code on your server.
You need to figure out how that happened.

What would the code be to have a comments section on my website where logged in people can place a comment. I got a database and want to use html and php only. No 3th party involved.
Something simple and not to advanced.

I want to create a chatbox like gmail or facebook. What would be the best architecture to build it. Should It be good to use sockets or ajax?
If so, then would you please describe or give references of the architecture.
I'd suggest XMPP. I used it to design a chat system for within my companies software, and it worked quite well. There are plenty of XMPP libraries out there. If you were so inclined though, it it possible to use some of Google's services. Not everything needs to be written from scratch:
