Im using an API to CURL a submitted user image to a remote server, the response is in JSON and I'm not sure how to parse it.
Here is my php CURL file

Where the json string says "name" I need my script to only print the username if the number (after the : is higher then a threshold (lets say .70 for now).
How do I do this? I've worked with XML api's before and returning the data was simple with a

You already have most of it. You have json_decodeed the result. Now you just need to access the data like

the problem is, if the value of $photo_after is base64 string, which is too large string, it will give the error:
1) PHP Warning: file_get_contents.....
2) PHP Notice: Trying to get property 'otReportList' of non-object in C:

Consequent to such failure, you end up with a value of $json which is not an object. Ultimately, the property otReportList would not exist in $json hence the error: ...trying to get property 'otReportList' of non-object in C....
To surmount the URL length limitation, it would be best to embed the value of $photo_after in the request body. As requests made with GET method should not have a body, using POST method would be appropriate.
Below is a conceptual adjustment of your code to send the data with a POST method:

sending a long GET URL is not a good practice. You need to use POST method with cURL. And your webservice should receive the data using post method.
Here's example sending post using PHP:

And all output from the webservice will put in the curl_exec() method and from there you can decode the replied json string.
I'm trying to get a specific column from an array for each record returned.
The array is called fields and one of the arrays in the array is locations. I'm looking for a specific column in the array called name.

It looks like this result in json format. You can use json_decode to decode it:
$resultObject = json_decode($result);
$clients = $resultObject->clients;

The code below will convert the json into a PHP array. You can then use the indexes of the array to pull out values.

If your response is a JSON response then you can simply use php's json_decode to get parsed object.

Post is a request method to access a specific page or resource. With echo you are sending data which means that you are responding. In this page you can only add response headers and access it with a request method such as post, get, put etc.

json_decode() expects a string, not a URL. You're trying to decode that url (and json_decode() will NOT do an http request to fetch the url's contents for you).
You have to fetch the json data yourself:
