I have make a assets folder in root directory where application folder exist. now I have assets sibling to application.
Now when I tried to open http://localhost/CodeIgniter/assets/css/bootstrap.min.css in web-page it's not working.
Do someone can help me how I can got it worked.
In a solution I found that writing this line in config file will work but it's not work either by doing this change.
$config['base_url'] = 'http://localhost/CodeIgniter/';
Now please some guideline me how to load CSS file in CI.

In config.php:
$config['base_url'] = URL;
In view:
<link rel="stylesheet" href="<?php echo(CSS.'bootstrap.min.css'); ?>">

define general css that used.
Open "config.php" within directory CodeIgniter\system\application\config.
$config['css'] = 'mystyles.css';
Create a file named mystyles.css within root application: \CodeIgniter.
$this->load->helper('url');
$data['css'] = $this->config->item('css');
You can load css in views pages like this.
Add below line in your controller action /application/controllers/yourController.php
$this->load->helper('url');
Then add below line to your view file's head tag.
<link rel="stylesheet" type="text/css" href="<? echo base_url('assets/css/yourcssfile.css');?>" />
Assuming that you have assets/css/ folder is created in your app directory.
<path to your app folder>/assets/css

i can't figure out what is the issue. Here is the pictures

I works good as you can see below.
But once if i type /index.php/index.php or /index.php/{any characters}. For example
https://www.website.com/index.php/popooopii2323**
How can i fix this, this is not only issue with index.php, even if login and goto dashboard or any other page within the UCP, i face this issue. Please help me to fix this issue.

The problem I'm guessing is with your path to .css file. Try to change you .css file path as following in your index.php file:
(Assuming, your path to .css file is {project_root}/public/path/to/style.css)
<link type="text/css" rel="stylesheet" href="https://www.website.com/path/to/style.css">
[P.S.]: Also, change your background image path as https://www.website.com/path/to/bg_image.png
try to first put css file in head part of html. Please notice the link starting with abosolute path /.
<link rel="stylesheet" href="/css/style.css">
In that file, set background with relative path
.myBackground { background: url('../img/bg.jpg'); }
Then put style.css into folder css. And image into folder img.
I'm loading bootstrap this way on my view page :

configs: $config['base_url'] = 'http://localhost/helloby/';
Below is the path of the controller:
http://localhost/helloby/index.php/login/home
But when I copy the same code at welcome_message view bootstrap loads normally. I don't know why it's happening.
Try using site_url() instead of base_url()
base_url returns the url without index.php
Check if you are loading the bootstrap css in every view, you cant just load it in one view and expect that all other views know about it.
Common way of doing things like this is to create header and footer files that are shared between all views.
I solved the problem, I was reading an e-book of best practice of Codeigniter and the call of bootstrap was a little bit different.
This way : href="<?=base_url('/assets/css/bootstrap.min.css')?>
and working fine!
Disclaimer: I haven't got a clue what I'm doing with PHP I'm just playing around with it.
I have my css file in a folder named CSS and then my header.php and footer.php in the main site folder. If i include the header.php in other directories I am just using:
<?php include('../header.php'); ?>
I know this isn't the way to do it however I don't know how to configure it probably (with a config.php file etc..) but my issue is, once the header's included in files in any directory of course it will look for the css/main.css file in that folder so I've tried doing the following:
<link rel="stylesheet" href="<?php echo $_SERVER['DOCUMENT_ROOT']. '/JAGS/css/main.css' ?>" />
When I use the php line in the body it displays the path
E:/xampp/htdocs/JAGS/css/main.css
but if I use it there in the link tag then doesn't work.
What seems to be my problem other than the fact I'm clueless with PHP. Is there something else I should be using? Is there something I need to do in my xampp config files?
Edit: By "doesn't work" I mean the styles are not being applied.
Edit 2: Inspecting shows the following:
<link rel="stylesheet" href="E:/xamppp/htdocs/JAGS/css/main.css">
I know there's an extra p on the end of xampp, this is actually what I have the folder named. Is it because it's not saying "localhost/JAGS/CSS/main.css"? If so what would be the reason for this?

Why do you require the document root, you should just place a dot in front of it and set the base url in a meta tag.

like the public folder given by laravel default i tried to create something like that for easy make up of my css, js, picture and so on. I tried configuring it like this. In my application/helpers/utility_helpers.php

In fact the answer is very simple, you only need to put ../ before every file that is under assets folder, because the root of the codeigniter is in application folder, but how you can't put the assets folder there and for the best practices, let the structure of the project like below and apply this solution to the path of the files:

Your code looks ok, it should work.
According to the error
Unable to load the requested file: helpers/utility_helper.php
there is no utility_helper.php file in application/helpers/ folder. Check if the file exists in that folder or if you don't have a typo in the file name.
hallo I am running CodeIgniter 3.0.6 and this is my directory structure:
/application
/assets
/js
/mycss.css
/system
My default controller is loading this file in the index.php just fine but when i load another page, the whole page loads afresh but although this file is getting loaded, it is not doing what i want it to do. When i view sourcepage, the links are OK. What could be the problem. I am using base_url('assets/js/mycss') to load it
To put it simpler i have my default controller as welcome. In the index() method of this controller i have $this->load->view('template/index'). This works fine. Now if i load the same page in another method, uniserve(), in the same controller my css file does not do what i want it to do (my page layout is distorted) but all other css files are doing well. What is the problem here. Kindly help.

You could also use link_tag().
<?= link_tag('assets/js/mycss.css') ?>
will give
<link href="http://yoursite.com/assets/js/mycss.css" rel="stylesheet" type="text/css" />
And make sure that base_url is specified in your config.php file
