I'm running a website loccaly useing WAMP and have installed Test Mail Server Tool to act as a mail server (all it does is saves the messages as .eml files). I've tried opening the messages with Lotus Notes and gmail (web interface) and both do not interpret the HTML, for example instead of having a clickable link they have <a href='localhost'>click here</a> Did I make a mistake with the headers?

By the way, I was stuck not having a mail server since WAMP doesn't come with one and I red on another question someone recommended Test Mail Server Tool. I'm open to using a different one because it doesn't seem popular.
If you refer to the docs and examples in the docs, you will see that the From information is not a separate argument to mail() but is included with the additional-headers information.

You need to code your HTML content using the absolute path for images. By absolute path, I mean you have to upload the images to a server and in the src attribute of images you have to give the direct path, like this <img src="http://yourdomain.com/images/example.jpg">.

The simplest way is probably to just use Zend Framework or any of the other frameworks like CakePHP or Symfony.
You can do it with the standard mail function too, but you'll need a bit more knowledge on how to attach pictures.
Alternatively, just host the images on a server instead of attaching them. Sending HTML mail is documented in the mail() function documentation.
Use PHPMailer.
To send HTML mail, you have to set $mail->isHTML() only, and you can set your body with HTML tags.

I open with the mail with OUTLOOK 2010, it display normally. But the mail has an attachment named "mail.html" that display "bar" when I open it in foxmail.
What is difference between these mail client? So this problem isn't seem a programming problem.

Don't use foxmail so no clue if it works...but if you didn't send headers it's worth a try.
so on my server I tried running:
mail('my#email.com', 'asdf', 'asklfdjksalfdsdaf I know I I know I');
and PHP sent the mail perfectly....but then when I changed the message to
mail('my#email.com', 'asdf', 'hahahahaa');
it did NOT send the email to me....
what can possibly cause this? the only thing that's different is the message body...I am completely baffled...

You should check your spam filter. It is possible that it is catching the message as being too short or not having enough discernible words, or any one of the other hundred things they'll check for.
If it is the spam filter, another thing that will help is adding different headers to help validate the email. Sometimes simply adding a realistic FROM in the headers can allow it through a spam filter. There's a default FROM set, usually in your php.ini but if it's some system generated name then filters can flag it.
