I am working on an online school jurnal using php and mysql, Teachers must type marks and attandance in everyday. I think it needs huge resource. How good is Mysql? Should i use some other database and why? Answers will be appreciated.
Risking an "opinion based" here, but still:
There are, basically, 3 free DBMS to consider (there are many more DBMS, but those are either non-free or not well known). Those three are: MySQL, PostgreSQL and SQLite. All of them have their advantages and disadvantages, google them for details.
For small websites that have to be compatible with 3rd party applications, it's fine to go with MySQL. For bigger projects where you deploy your own code, it'd stick to something more elaborate that has more features and is compatible to SQL standards - like PostgreSQL
For very small sites where performance doesn't matter, SQLite may be suitable if you don't want to waste time installing and configuring a DBMS.

I am starting to build an E learning platform, Application will be expected to cater whole amount of user , there would be some automated jobs, and the vast range of learning material to be stored on server. moreover i will also be dealing with APIs & third party Library.
I am a bit confuse in selection of framework, to build, with having two different Options i.e. PHP Laravel & ASP.NET MVC. I also had research on internet regarding the pros and cons of Both but the major Criteria are :
Performance
License. (Open Source or PAID)
flexibility (easily maintainable)

Would Laravel make a better choice given the nature of our workflow in the circumstances?

I think that this is not the correct question. PHP and ASP.NET provide good performance and can be flexible. It is depend on you when selecting. Good code can cover any issue. Focus on your programing techniques and developing your code will result in good outcome regardless of the framework you use.

I am new to AI development and looking for some guide line to start. I'm a php developer and if any one have experience AI developing in PHP, please help. Prefers AI related libraries and etc...
To develop AI applications, PHP seems not to be the best choice. It is a script language intended to create websites etc., not to, e.g., steer a robot. Of course you can use PHP to learn some concepts, but it makes sense to switch as soon as you want to create "serious" applications related to this topic.
To get into the topic, I recommend the Udacity course "Intro to Articial Intelligence", see https://www.udacity.com/course/cs271 - it is absolutly free to take this courses.
AI is not a simple topic, but it is very interesting. Good luck and have fun!

I need to do some server side programming to read through a database. The database will have about a thousand entries per user. Reading through the database will take a little while, so I need to know which language is faster, ASP.NET or PHP. Thank you.
This question has already been asked here many times and it's impossible to answer such question. Do a research on both the languages PHP and ASP.NET and than ask your self which one is best for this task. Both the languages are very fast but it depends on you what you want to take
ASP.NET and PHP are very close in terms of speed. PHP tends to be a little faster, see here: http://www.comentum.com/php-vs-asp.net-comparison.html. As you will see, most of the larger companies that have to read though very large databases tend to use PHP. But since ASP.NET and PHP are so close in rearms of speed, you should take into account which one is more common. In this case, PHP is far more common.
Note: PHP is written in C, so it may be faster to use C rather than PHP.

I am new to web development. I wanted to know what DB will be best suited for PHP for a requirement of Web Application. Till date i have worked with Oracle database and have found it bit slow for applications which need quick response time.
I was looking into MongoDB and MySQL and couldn't decide which to pick.
Please suggest which will be the best option also if any other option will be better suited.

There is nothing called best, every technology has its own pros and cons. It all depends upon what you are comfortable in working with. I would choose PHP/Java with MySQL anytime ahead of DOT NET with Sql Sever, just because i know the former well than latter.

What are your favorite free CASE/UML/Code generation/diagramming tools that you use with PHP?
There are various commercial products that support code generation in PHP language, are there any free CASE tools? What would you recommend?
Well first we need to distinguish between Higher and Lower CASE tools.
Higer tools are the ones that help you develop sw through all it's live cycle.
I'm unaware of such a tool for php.
However in the lower CASE side we have ArgoUML from their website:
The PHP generation is provided with all ArgoUML releases since 0.13.2 (March 2003) in the "modules"-file.
