I am stuck. What I would like to do: In the $description string I would like to check if any of the values in the different arrays can be found. If any of the values match, I need to know which one per array. I am thinking that I need to do a function for each $a, $b and $c, but how, I don't know

It would be better to create each array just once and not in every iteration of the while loop.
Also using the same variable names in the loop is not recommended.

Use strpos to find if the string exists (or stripos for case insensitive searches). See http://php.net/strpos. If the string exists it will return the matching value in the array:

Use implode to basically concatenate the array values as a string, then use strpos to check for a string within a string.
The first argument you pass to implode is used to separate each value in the array.
$array = array("Hello_backup","World!","Beautiful_backup","Day!");
$r = implode(" ", $array);
if (strpos($r, "backup") !== false) {
echo "found";

In this case you need to use stripos(). Example:

My problem is basically, I will be trying to get data from a table called, 'rank' and it will have data formatted like, "1,2,3,4,5" etc to grant permissions. So Basically I am trying to make it an array and find if one number is there in the array. Basically making it an array is not working. How would I get this done? Here is my code below:

If you know for sure your delimiter is a comma, try this:
$ranks = explode(',',$rank);
where $rank is your string.
That's simple, you explode the $ranks variable by comma ,:
$ranks = "1,2,3,4,5";
$uRanks = explode(',',$ranks);
//$uRanks would now be array(1,2,3,4,5);
if(in_array($rank, $uRanks)) {

You should:
$uRanks = explode(',', $ranks);
instead of:
$uRanks = array($ranks);
to make this as array.

I have two arrays, one with a large set of URL paths and another with search IDs. Each of the URL paths has one unique ID in common. By the search ID we need to find the longest URL with the unique ID. Here is my code, I will explain a bit more later.

On array subtraction, you will know whether or not one array is a subset of the other.
Example:

If you start from strings, you could check strstr($fullString,$subsetStr);. But that'll only work when all chars have the same order: 'abcd','cd' will work, but 'abcd','ad' won't.
But instead of writing your own, custom, function you should know that PHP has TONS of array functions, so its neigh on impossible that there isn't a std function that can do what you need it to do. In this case, I'd suggest array_diff:
