I'm getting the error:
ERROR: SQLSTATE[HY000]: General error: 2053
I have no idea why this is happening because the code works fine and the database is updated, but it still returns this error.

$row = $stmt->fetch(PDO::FETCH_ASSOC); is the line that will cause your error.
Why?
Because there's nothing to fetch - in array - after an update
Remember that
PDO::FETCH_ASSOC: returns an array indexed by column name as returned
in your result set
So, no result set ... no party
If you want to know exit status of your command, just use the return value of execute() function
$rv = $stmt->execute(array('USERNAME' => $USERNAME));

I haven't touched PHP in a while and trying to select the 5 most recent entries in my database and print them to screen.
I see mysql command isn't recommended anymore and to use PDO->mysql instead.
My query is something like this:
SELECT id,title,date,author FROM table ORDER BY date DESC LIMIT 5;
I'm assuming I would have to put the values into an array and create a loop and output the results.

Update: The $db = new PDO.... line is reporting an error message:
PHP Fatal error: Uncaught exception 'PDOException' with message 'SQLSTATE[HY000] Can't connect to local MySQL server through socket... in /var/...
PDO is confirmed to be installed and enabled. My other web apps on the server can connect to the same remote mysql server fine.

I recommend not echoing error messages once you have confirmed your code functions as expected; however if you want to simply use plain text you can do this...
You can add this to your connection block...

You can use rowCount() to count the rows

Also use prepared statements for example:

I'm assuming there's only one record with the id "264540733647332".
The issue is that $result->fetchColumn() call reads first row in the result set and then advances to the next result. Since there's only one of the results, the subsequent call to $result->fetchAll() returns nothing, hence no data displayed.
To fix this replace fetchColumn with rowCount:

one idea is to create a different database connection file consisting of a pdo connection and reuse it in your application. on how to do that.
in database.php you can do it like

This has annoyed me for a while now. I am trying this query in phpmyadmin.

This returns the value 13, so why doesn't this work:

You are doing things in this order :
Preparing the statement
Binding the variables
Trying to fetch data from the statement
Executing the statement
The two last steps should be in the inverse order : you must execute the statement before you can fetch data (that's obtained by executing it).
Basically, instead of using this :
// fetch, then execute ???
$user = $stmt->fetch(PDO::FETCH_ASSOC);
$result = $stmt->execute();
You should use that :
// Execute, **then** fetch
$stmt->execute();
$user = $stmt->fetch(PDO::FETCH_ASSOC);
Looks like you are fetching before executing?
