I am surprised this is not working but maybe I am missing something...I am trying to access from the main page (index.php) either the login page or the signup page. I created both routes to be handled. When I click on the link, it goes to another page such as /website/login and shows not found. Here is the routes.php code:

To remove the index.php you could use the .htaccess provided on the Laravel website:
Options +FollowSymLinks
RewriteEngine On
RewriteCond %{REQUEST_FILENAME} !-d
RewriteCond %{REQUEST_FILENAME} !-f
RewriteRule ^ index.php [L]
Be sure you're running on an Apache server with Mod_rewrite active. I'm not expert on other servers, so I can't suggest you alternative. On Laravel's website there's this snippet for Nginx:

try_files $uri $uri/ /index.php?$query_string;
}
Have no idea on IIS server, though.
Otherwise, you'll need to keep the 'index.php' in the url, like http://www.example.com/index.php/login

By default, Codeigniter will call the about controller, unless a method is provided in the second uri segment, the index() method will be loaded.
If the index() method doesn't exist, it will 404.
The other way of doing it is to add a line in your application/config/routes.php file. Such as:
$route['about'] = 'main/about';
This means, a request where the url matches /about will map to main/about
Main being the controller and about being the method within that for example.

Make sure that you have named the Class for your controller as the controllers file name. Then try to access the page as shown in the code below.

When I access 'localhost/lumen/public/' I can see the 'lumen welcome page'.
But if I try to access 'localhost/lumen/public/test', I receive the following error.
Error: its not found(404).
Laravel expects the public directory to be the webroot of your domain. As this is not true in your case, you will need to make some alterations to your .htaccess.

I want to route to filter access to files in upploads folder.

the code above works for link uploads/Deviation/1/Laravel%20Cheatsheet, but if the link is to an actual file uploads/Deviation/1/Laravel%20Cheatsheet.pdf, it seems like laravel is bypassing router. I get why does it do it, but is there a way to bend the rules for uploads folder?
By default characters like slashes and dots are not allowed in parameter values. In order to override that, you'll need to define the route as follows:

Just make sure that you don't store the files in publicly accessible location - I suggest to store it somewhere in storage/.

Both of these prioritize any files with that exact filename first, falling back to Laravel's index.php only if a file is not found. This is fairly important - you don't want the largeish PHP framework involved in serving static files like CSS/JS/images, it'd be a heavy load on the server.
If you want to sit Laravel in front of your uploads, just use a different URL to reference them, and have Laravel serve the file after you've done whatever it is you need to do.

In my application i have used HMVC. In my application folder there are two folders back-modules and front-modules.in my front-modules folder there is a folder called "home" and it has controllers,modules and views.

Typically there is a one-to-one relationship between a URL string and its corresponding controller class/method. The segments in a URI normally follow this pattern:
example.com/class/function/id/
your 'default_controller' should be:

Go to config > routers.php
and see the value of default_controller
make a controller in controllers folder with the same value.
According to codegniter manual managing multi application
in your index.php file change
$application_folder = 'application';
to
$application_folder = 'application/home';
and make sure the controller file name starts with capital letter
controllers->Home.php
and keep Routes.php configurations

Ok I have adopted a CodeIgniter Setup,
My route.php in config looks like this:

When I go to the root folder, in my browser, it does load the index.php view, I want to make a link to show.php which is also in my Views dir. the URL I'm using is eg: my.server/test/codeigniter/ but when I go to my.server/test/codeigniter/show my show.php doesn't load. Am I doing this correctly?
I should mention I've tried public function show() also and it doesn't work, also I have no .htaccess file in the directory
Any advice would help!
Two rules are enough in your .htaccess file:

Mod_rewrite and AllowOverride All assumed enabled.
Ken Struys comment on your question is correct. The default controller status you give a controller means that controller and the index function will load if you go to
my.server/test.
Other than that, you need to include index.php/controller_name/function_name to get to your controller functions.
Unless that is, you implement some fancy .htaccess url rewriting, which I can't help you with.
You can set it in routes.php as below:
$route['show']='development/show';
