I'm not sure what happen to my email code as i'm comparing with all the code i able to find online ... when i using localhost, it's work no problem.. and it having the txt file appear in mailoutput folder in xampp.
but when i request my friend to help host to web service.. it cannot work anymore for the code :(

Maybe your hoster restricted access to php mail function. Email him about it. If so you can use Mandrill app.
Please check your error log if it returns some errors.

Put your email in the email field ( preferably from the same domain email address )
A few bullet points (Assuming that mail() returns true and there are no errors in the error log) :
Does the sender address ("From") belong to a domain on your server? If not, make it so.
Is your server on a blacklist (e.g. check IP on spamhaus.org)? This is a remote possibility with shared hosting.
Are mails filtered by a spam filter? Open an account with a freemailer that has a spam folder and find out. Also, try sending mail to an address without a spam filter.
Do you possibly need the fifth parameter "-f" of mail() to add a sender address? (See mail() command in the PHP manual)
If you have access to log files, check those, of course, as suggested above.
Do you check the "from:" address for possible bounce mails ("Returned to sender")? You can also set up a separate "errors-to" address.

I would say check your spam filters. As silly as it sounds, add the email to the safe senders list. There doesn't appear to be anything really funky going on in your code.
It's probably an oversensitive spam filter. A lot of programs can detect if the email wasn't actually sent from the email address listed in the "from" column. Usually the way to circumvent this is to have the email come from "no-reply#yourdomain.com".

The problem is with Gmail.If I send it as is, I get the success message, but get nothing in my gmail, but do get in another not gmail account.
BUT!
If I delete a tag from this line:

I do get the message in Gmail.So I can't understand what's the problem.

If your email is not arriving at Gmail, but the same code sending the same email is arriving at a different account, I suspect that the problem is that Gmail are seeing your email and classifying it as spam - have you checked to see if it's gone into your spam folder instead of your inbox?
Gmail has a set of rules to identify what they think is spam - presumably, including the link is enough to push your email into the spam category.

When I was testing this out on the remote server, I used this script to send an email to my inbox at turbocapitalist1987#yahoo.com. I got the email but the "from" part doesn't work . Yahoo says that my email was sent from "the#yahoo.com"
Does anybody have a clue as to why this isn't working?

For your From header, enclose the actual address with < >:

This is the correct format to use when you have both a display name and an email address. I'm guessing Yahoo was interpreting the first word "The" as the entire email address, and provided a default (yahoo.com) for the domain.
The <> seems to be your problem, it should be:
$headers .= "From: The Red-line <messages#theredline.com> \r\n";
Secondly, on Unix/Linux, you must have a working MTA (i.e.: sendmail, postfix, etc.) configured on your server, either to relay mail directly, or through a Smart Host. If you're on Windows, you must have a SMTP server configured in php.ini.
I would recommend using pre-built PHP email library such as: http://swiftmailer.org/
I'm having issues sending emails using the php mail() function. I know the php script I have works because I have an identical copy of it on another web-hosting company and it works there.
I think it has to do with the web-hosting company itself. Do any of you know what I need to do in order to make it work? Is there something I need to tell them to install? I think they're running on Apache.

If it is a dedicated server, make sure you have postFix Mail installed (http://www.postfix.org/)
I faced this error today itself as the SMTP server was not available (i assumed it as there by default, but not)
Are you performing any kind of checks on the mail function? It should return true if it's executing successfully - knowing that would help us cut down on other possible reasons you may not be receiving the mail, such as filters, server or smtp configuration etc. Doing something like:

Should give you a better idea, and should die outright if the function does not exist for some reason. Php's mail function is incredibly finicky on free web hosts, since it's commonly abused for spam purposes.
Posting full headers also can help legitimate messages pass spam tests.

Write a really simple script, like

Execute it, and make sure the mail is not caught by your spam filter (if you can afford it, set up your own domain/DNS server, netcat -l -p 25 is sufficient).
If that doesn't work, contact the support of your web hoster. Do they have an FAQ or any other documentation?
Whatever the solution, check your mail()'s output.
Most common solution
Ask your hosting company if your current web host has SMTP set up to relay mail from your scripts. If they say "no", then they might have another SMTP host for you to use like smtp.example.com, or you'll have to use another SMTP relay (check with your current e-mail provider).
Alternative
The SMTP server you're talking to might not understand what your script is saying. I've seen situations before where my mail script will work with Postfix but not qmail. This is easily solved by using a third party e-mail library: there are tons out there, but my favorite is Flourish's (http://flourishlib.com/docs/fEmail).
mail() function of php, will send your mail to junk only. Instead use SMTP php mailer function.
Why we should use SMTP instead PHP mail():
SMTP log in to an actual account on a mailserver and send the mail through SMTP to another mail server. If the mail server is configured correctly, your mails are sent from an actual account on a mailserver and will not wind up flagged as spam.
Mail sent with the mail() function is sent with sendmail in most cases. There is no authentication going on and it will almost always be flagged as spam if you use the "From:" in the extra headers.
This is because if you take a look at an original email file in say, gmail, you will see the headers that are sent. You are actually sending from user#serverhostname.tld and not someone#example.com like you had told the mail function to do.
If you use SMTP and view the original the email is actually sent from someone#example.com
