I was wondering if anyone is using the (official?) CI fork on GitHub https://github.com/bcit-ci/CodeIgniter. I'd like to know if it's stable and safe to use CI, especially for small, no-frills, personal projects. Or it is like there is nothing but chaos in CI community and the framework is to be avoided at all costs? Please share your experience.

there's different versions on that page but you will probably be using either CI 2.2 (considered the stable release version) or CI Develop which is sometimes called CI 3.
Codeigniter framework has been acquired by British Columbia Institute of Technology - it was just announced a few days ago.

I am wondering if you know any source where we can find premade functions in PHP ?
A sort of open-source repository where functions are tested and created taking in mind security and best practices. For example : generating mails, field escape functions, login, register, ... the classic stuff.
There are MANY such packages available at https://packagist.org/. You autoload these into your PHP app using Composer, available at https://getcomposer.org/. This is the newest, bestest way to developer PHP apps. Don't re-invent the wheel; use some of the great code available here.

What are the good A/B Testing frameworks for PHP, and why?
NOTE: I do NOT want a huge/generic framework that also has a/b testing support - I want a small framework specific to AB testing. Hence, not a duplicate question.
I would try the phpabtest framework. It's small, compact, easy to use.
You should check out PHP-redis-A-B-Testing , which uses Redis for great performance and doesn't have the commercial license limitations of phpabtest or the limits caused by its tie-ins to google analytics.

I have a prosperity application written in-house in PHP for collaboration (Basecamp knock off). We're looking for a way to add IM chat (facebook or gmail style chat), is there a opensource solution we could use with great documentation and a easy to use API?
Platform:
Linux, PHP 5, MySQL, SmartyPHP and Zend Framework.

Search for Jabber. It's an open standard based IM protocol. There are several open source implementations which you can use. Also, there are several PHP Client API's which you probably can suit to your needs.

I am looking for a 3rd party licensing module that can be incorporated into my PHP project. I can always implement a custom one but client needs to understand if there are any 3rd party options readily available...
does any such 3rd party module exist at all for PHP... such are availabe for .Net but couldn't find any for PHP...

Your question on what you mean with licensing module is not very clear, but if you mean what I think you do you could check out the Ioncube loader or Zend Guard.

I need a good implementation of AOP paradigm for Codeigniter PHP Framework.
What do you suggest me?
Aspect Oriented Programming is not very widespread in the PHP world yet. I'm not sure CI has any facility for this. Your best bet is likely to google AOP PHP to find an implementation.
