PHP mailer sending email SMTP with wamp error (10061) - php

I am trying to send email/SMTP with PHP from my localhost with WAMP
but it's giving me the following error:
SMTP -> ERROR: Failed to connect to server: No connection could be made because the target machine actively refused it.
(10061)

Configuring SMTP mail server, My host is 1and1.com

I am trying to configure SMTP server using 'phpmailer' class, i am using my email account email and password from my '1and1' email server, this is the code i have tried but i am getting error of 'SMTP' connect() failed, i don't know what i am doing wrong.

I have soomething that works
Change
$mail->SMTPSecure = 'ssl';
to
$mail->SMTPSecure = 'tls';
As it states on the 1and1 email outgoing server info "Outgoing port (TLS must be activated)"

PHPmailer works on some host and not onthers

I'm trying to use phpmailer to send mail with my gmail account. If works fine on my local computer using wamp and one remote server I treid. But fails on two other servers. I get this error.
Message could not be sent.Mailer Error: SMTP connect() failed.

i have phpmailer and i can send email via php page without any problem
but the sender automatically by username it i am use in smtp server
i want take sender email from user who write message not from default sender

i am put `$mail->setFrom('Mygmail', $name); this like
$mail->setFrom($email, $name);
because take sender email from user , and i get Message sent
but message not arrive to my email
i cant find any solution... please assist me

then you can set the Sender name by,

am getting this error
SMTP Error: Could not authenticate. Mailer Error: SMTP Error: Could not authenticate.
Since you are using SSL. Add this line of code
$mail->SMTPSecure = 'ssl';
Also change your
$mail->Host = "ssl://smtp.gmail.com";
to
$mail->Host = "smtp.gmail.com";
Also, make sure if you have enabled the extension php_openssl.dll
if you are sure your username and password are correct
then do these steps
1 $mail -> SMTPSecure = 'ssl';
2 $mail->Host = "smtp.gmail.com";
3 https://support.google.com/mail/answer/78754
4 go to google acocunts then connected app and change to less secure apps on
follow all steps in number 3
