So let's say I have an array with key => values I want to output in 2 different HTML lists. Is it possible to do so by using the same loop?

array_chunk($array, 3, false); Then iterate through the sub_arrays into the differrnt lists
To iterate through the array :

One of them is to create a function that uses a loop to return all values of an array except the first value in an unordered list. I'm assuming there's a way to do this using a foreach loop but cannot figure out how. This is what I had but I feel like I am far off:

The correct syntax of foreach is
foreach (array_expression as $key => $value)
instead of
foreach($array == $myName){

I'm not sure, what exactly you mean by except the first value. If you are trying to remove first element from the array. Then you could have used array_shift

This will create an array $list as:
echo $list[0]; // 1
echo $list[1]; // 2

This line is the problem: echo '<li><a href='.$ret .= $pitem. "/".'>'.$pitem.'</a></li>';
Should be formatted like:
echo "<li><a href='{$ret}={$pitem}/'>{$pitem}</a></li>";
or echo '<li>'.$pitem.'</li>';
Its because your $ret. Place that inside the loop. In your code you concatenate $pitem with $ret all older $ret values also get concat.
Try

If you want = sign tobe there in the url then just change echo by following

PHP echo with double quotes will print variable value.

I want to use php arrays and foreach loops to output the needed html.
The php code I have thus far is:

I was thinking I would need three foreach loops nested but php warnings/errors are generated when the third loop is reached on lines such as:
$data['navigation']['Home'] = base_url();
$data['navigation']['Pages'] = base_url('pages');
I'm not quite sure how to test for 3rd level depths such as:
$data['navigation']['Pages']['About'] = base_url('pages/about');
Also, outputting the needed li and ul tags in the proper positions has given me trouble aswell.

Step 1. : SELECT set of numbers from database and explode it to array :

Assuming your original $set_of_numbers is simply a CSV string, something like 1,2,3,4,..., then your foreach is "mostly" ok. But your variable naming is quite bonkers, and your print-r() call uncesary:
$array = explode(',', $set_of_numbers);
foreach($array as $key => $value) {

Assuming that 1,2,3,4... string, you'd get
<li>0: 1</li>
<li>1: 2</li>

You actually don't need to explode on the commas. You can just replace each comma with an ending tag followed by an opening tag and then wrap your whole string in an opening and closing tag.
$set_of_numbers = '1,2,3';
echo '<li>' . str_replace(',', '</li><li>', $set_of_numbers) . '</li>';
// outputs: <li>1</li><li>2</li><li>3</li>
No looping is necessary.

I have a variable on my page called, $recipe['ingredients'];
inside the var you have as follows,
100ml milk, 350ml double cream, 150ml water
and so on. Now I'm trying to split it up so it looks as follows

So far I have the following code,
$ingredientsParts = explode(',', $row_rs_recipes['ingredients']);
$ingredients = array($ingredientsParts);

But for some reason it doesn't work and I do not have the experience with explode to fix it.

When you explode() a string it is automatically converted into an array. You do not need to convert it to an array type as you did on the second line.
You want to use a foreach() loop to iterate through an array, not a while loop.
$ingredientsAry = explode(',', $row_rs_recipes['ingredients']);
foreach($ingredientsAry as $ingredient){
echo "<li>$ingredient</li>";
}
In fact you can just do a foreach() loop on the explode() value
foreach(explode(',', $row_rs_recipes['ingredients']) as $ingredient){
echo "<li>$ingredient</li>";
}
The explode method already return an array, so you don't have to transform your variable $ingredientsParts into an array.
Just do:
$ingredientsParts = explode(', ', $row_rs_recipes['ingredients']);
foreach ($ingredientsParts as $ingredient)

echo "<li>$ingredient</li>";

if (!empty($recipe['ingredients'])) {
