I try everything I find on net - change php.ini, instal via CMD but nothing work...
I really dont understand what can be a problem here. Please help.

You have the wrong PHP Version.
Personally, I wouldn't bother to fix it. Use Homestead to create a virtual ubuntu instance. Everything will be up and running in minutes

My old Project use Laravel 5.4.17 It can work in server normally.But new Project use Laravel 5.5.4 It can't work when route in root/public " mydomain.com/root/public is currently unable to handle this request.

You should change those public facing permissions to 644.
Change the Storage folder permission to 777.
Check the logs.
Make sure you configured nginx properly and then restart nginx.
Should you be sure the APP_KEY is in the .env file.
You should run php artisan config:clear after any changes to .env.
For Laravel 5.5 you need following server requirement

I had the same issue on Laravel 8, turns out the problem arose from interrupting a composer update process.
If you are in the same situation, just run composer update, that should fix it.
I faced this problem too many times, the solution was to run #composer install and/or #composer update to update the composer dependencies packages, or you might even lost the .htaccess file during moving/copying the files in the live server
For Laravel 8 in docker, you might want to change the permission of your storage folder.
sudo chmod -R 777 storage
I use Manjaro Linux. I installed Apache, MySQL, Php, PhpMyAdmin separately (not using lampp)
this issue "localhost is currently unable to handle this request" appears because we have to enable display_error in the php configuration located at
/etc/php/php.ini
switch display error to on
display_errors = On
and
display_startup_errors = On
then restart apache server
sudo systemctl server restarting httpd
then information about the error will appear in your browser
I auto-generated a Symfony 3 application with the CLI they provide and I put it inside my www/html folder, which my apache2 server serves its files from:
Then I tried to do:
$ php bin/console server:start -vvv
$ sudo php bin/console server:start -vvv
$ php bin/console server:start 127.0.0.1:2040
but I keep getting the following error:

I can't find any concrete answer on what this could be, other than it could be that the port is busy, which is why I tried with port 2040 as well.
Symfony official's documentation talks about some user rights running the webserver and that the PHP CLI should have the same permissions or something? I'm not that used to configure Apache/Ubuntu so I don't know what to do to test it out in that regard. Any hints?
At the risk of resurrecting a really old question, I'd like to add a note from recent experience. I had a working Symfony 3 installation using PHP 5.6 that stopped working when I upgraded to PHP 7.1. Trying to start the built-in server gave me the same connection refused error, which led me here.
Ultimately, I solved the problem by running php bin/symfony_requirements. The output told me that I had xdebug.scream turned on in my php.ini and it had to be turned off. Fixing that made the problem go away.

Okay, so i realized putting a error early in my /etc/php5/cli/php.ini file, made it work, obviously because my php.ini file ran a configuration that made it not work, i did not find out which file option that caused it to happen. The reason i even tried to fix this problem was because i couldn't get it to work by accessing it via my apache2 webserver on localhost:80/my_project, but instead had to access localhost:80/my_project/web which works just fine, so im doing that instead of running my own builtin php server - because thats the way i have to run it in production anyway so. Thanks to anyone who sat down and tried to figure it out :)

I've checked in my php.ini file (C:\Bitnami\wampstack-5.4.39-0\php\php.ini) and it is not commented out. I've checked for the DLL itself in the ETC folder, it's there. I've restarted my Apache Web Server several times. Heck, I've reinstalled PHP and my WAMP Servers. Nothing is working. I've tried downloading a fresh Composer installer thinking maybe my original one got corrupted some how. Still doesn't work. Am I missing something here?
After about another week of research and talking with a University professor about it, I ultimately found that the issue stemmed from my Bitnami installation path. Installing the wampstack as it defaulted by the installer (wampstack-version#) seems to cause problems in composers ability to install. Make sure to install it without the version on the end of the wampstack path.
today i decided to start working with larvel so i started installing composer
and when i tried to composer it gave me a error of

So seeing it i changed back my php.ini file to its original filename and dont know what to do next
im currently using Xampp and there was alot of posts regarding wamp composer installation which didn't help
So Could someone give me instruction in installing the composer tool ..

I'm beginer with Symfony2 Framework and php. I have started doing a SF2 tutorial and i stopped on setting up the project. I can't install Composer from SF official page on Windows 8, when i choose a php.exe from my php file and click install, then i see following error:

I'm working with WebServ 2.1. I have added to php.ini DEVELOPMENT following code
extension_dir = C:\WebServ\php\ext
extension=php_openssl.dll
C:\WebServ\php\ext is a path to folder with extension files and it contain php_openssl.dll.
It still doesn't work. Do anybody knows how to fix it?
Print phpinfo() and make sure SSL is present there.
Don't forget to restart the webserver after editing php.ini
