I am following JetBrains' official instructions on setting up the built-in server HERE
I am currently on the "Enabling a built-in Web server" section:
Download PHP 5.4.0 or higher.
Done! There is now a folder on my desktop named "php-7.1.4", untouched since download, now for number 2: "Configure the downloaded PHP interpreter in PhpStorm" (HERE)
I am stuck on 4.2, when I select the directory of the folder on my desktop, nothing happens. It does not "display the version of the PHP engine detected in the specified folder", as per the instructions. It simply continues to say PHP is not installed.
What do I do?
After abandoning the built-in server in favour of MAMP, I have found the solution. The download from php.net seems to be all kinds of messed up.
My solution is to download MAMP and use the php executable it provides (MAMP/bin/php/php[version]/bin/php), but then just continue without using the MAMP server.
Works fine!

I am working on an older project that uses functions not supported by the newer PHP version included in my version of XAMPP.
I want to temporarily change to an older version of PHP, so I'm looking for a way to switch between PHP versions in XAMPP.
Unfortunately, refactoring to use the newer version of PHP is not an option.
I would not dare to 'temporarily' shift my development machine.
I would suggest installing a virtual machine manager like VirtualBox and then install a older version of XAMPP in there.
I am really disappointed with the responses on this.
WAMP allows you to switch between PHP and MySQL versions pretty easily...
I did following steps on Windows:
Download your XAMPP with your desired PHP version (the VC-11.zip version)
Unzip on C:/xamppXXXX/ (XXXX -> Your PHP version, for example), so you'll have both C:/xampp/ (your first installed version) and the new.
3a. Find in all .conf, .ini, .bat files from the xamppXXXX folder /xampp/ and replace for C:/xamppXXXX/. You can use any IDE like SublimeText to find the string.
3b. Find in all .conf files from the xamppXXXX folder \xampp\ and replace for \xamppXXXX\
You can start MySQL from your installed version control panel and open the C:/xamppXXXX/xampp-control.exe and launch Apache from this one.
I did this with php7 installed and php5 from zip and working fine. Opening different instances of XAMPP Control Panel is the best way to have all databases together and not losing them between versions.
Dont' use XAMPP for this. Use MAMP. It's a single click
Trying to upgrade from PHP 5.2.5 to 5.2.17 (and then to 5.3.6 once that works) on IIS 6.0, installing the language itself runs just fine and I changed the PHP.ini/ect locations that IIS uses for PHP, everything still works but when I run PHP info on my site it still says it's running PHP 5.2.5. Restarted IIS, restarted the server even, no difference. What do I do to change which version/what location of PHP IIS is using?
When I install PHP 5.3.6 the site no longer works, so I know installing different versions is doing SOMETHING, but I think it might only be changing the PHP.ini my server is using, not the version of PHP.
In addition to installing the windows binary release of PHP I've also tried installing PHP from Microsoft's Web Platform Installer (both 5.3.6 and 5.2.17), after installing neither showed up as the current version in phpinfo either.
If you want to use php 5.3, you must install IIS FastCGI extension and run PHP as cgi script. From php 5.3 isapi is not supported. But everything works fine if you configure it, and as benefit you can use more php version simultaneously. IIS 6 is not a problem. Download PHP non thread safe.

Download the latest VC11 x86 Non Thread Safe version of PHP from http://windows.php.net/download/
Once the zip is downloaded, right click on the zip file and select properties. Make sure you unblock the file.
Rename your current PHP folder to PHPold.
Find your php.ini file and rename it to phpold.ini
Extract the zip file to c:\temp\php.
Copy the php folder from c:\temp to wherever your old PHP folder was.
Go to your new php folder and copy php.ini-production and paste it to where your old php.ini file was
Rename php.ini-production to php.ini
On the server, make sure you have Notepad++ along with the Compare plugin. If you need the compare plugin, use these steps. http://www.davidtan.org/how-to-compare-two-text-files-using-notepad-plus/
In the location that stores your phpold.ini and php.ini, right click on each of those files and open them with Notepad++. On the php.ini, only make changes to the lines with the >> next to them.
Once the changes have been made, make sure you save php.ini.
Go to Services and restart IIS.
Solution has been to move to Apache in my case. IIS 7 has better tools but IIS has proven to be a poor environment for development in this case.
I recently installed Windows 7 on my desktop and the following problem has begun occuring:
I regularly run some PHP scripts from the commandline that are now giving this error in a popup window:
CLI has stopped working.
I cancel this and my script terminates. Not good...
I've googled around and tried most of the few ideas suggested but still i am plagued by this annoyance. Right now it appears to regularly occur when I do a file_get_contents() of a url pointing to an image file. Only happens when the url is http protocol, works fine for ftp files. It also happens spuriously doing other things as well.
This is PHP 5.3.0 as distributed in a xampp 1.7.2 .zip. All exe's and dll's have been unblocked by copying thru FAT32 and back.
hints from anyone who's cracked this would be most helpful.
Try updating your PHP version bundled with xampp. You might have to update some php_XXX.dll extension files.

PHP-CLI stops under these circumstances: Windows 7 64bit, PHP 5.6.8 64bit, only when Zend OpCache extension is ENABLED!!!
Just edit php.ini and comment zend_extension=php_opcache.dll (with ; in front of it)
I found that this happened to me when I had the APC extension enabled. I switched to using the Wincache for PHP extension instead.
If you receive this error after installing WAMP, most likely you have another installation of PHP on your machine. This may have been installed using the Microsoft Web Platform Installer or by other means. The first thing you should do is un-install PHP.
If this doesn't work, check to make sure that IIS and Apache are not trying to use the same port. WAMP starts out with Port 80 as standard and IIS usually will be the same. The easiest way to fix this is to turn off IIS while running WAMP, but you can set either of them servers to port 81 or another port.
If this doesn't work, my last suggest is to look for multiple copies of php.ini on your machine. You may find them in places like the Windows directory. Make a backup of the file just in case, and then remove them from all of the folders except the WAMP folder.
it happened to me in laravel 5.I searched every where but no solution that fix my problem then i debug my web application at different points and found that if you comment your php code in laravel comments in blade template like
{{--print_r($date_a);--}}
Now comment like this
//print_r($date_a);
works
The solution for me was to stop using PHP 5.3.0 and go back to 5.2.11. Once I did this the "CLI has stopped working" issue disappeared.
I have the same issue with Windows 7 Professional.
My Apache Server has no problem finding and executing PHP within my web application but the command line execution gives the infamous message "CLI has stopped working."
The User Account Settings seem to allow executions.
Perl has no problem.
I always have to take my code to an XP machine and run it there to debug it.
You didn't specify that you were using xdebug, but just in case you were, I may be able to help. I had this error for a long time. It turned out I was on a slightly older version of Xdebug (php_xdebug-2.2.0-5.4-vc9.dll).
I replaced that file with "php_xdebug-2.2.2-5.4-vc9.dll" and it magically started working immediately.
I'm on wamp, and I updated both php.ini files (one is for cli, one for normal use) with the latest filename.
"zend_extension = c:\wamp\bin\php\php5.4.3\ext\php_xdebug-2.2.2-5.4-vc9.dll"
Then dropped the new file into the php ext folder and instant success.
I had the same issue on Windows 7 (Home premium). I had a hunch that it is caused by one of the extensions I installed so I started commenting them out one-by-one.
Turned out it was caused by a non-compatible mongodb extension I was using
Edit php.ini and comment zend_extension=opcache.enable_cli=1 (with ; in front of it)
Try to use another php version instead.
It works perfectly for me.
Try to run scripts with php-cgi.exe instead of php.exe. For me it works.
I want to do a sample program in PHP on Windows XP.
Do I need any special software to get this to work?
I am afraid that I simply open notepad type the PHP program and save it with php extension. Then I open it with the browser as a HTML file. But it does not work.

However you decide to install a webserver and php (or just php and use it in the console like someone mentioned):
Check out the PHP Manual, especially the Getting Started section.
Apache (Very, very easy)
Check out the WampServer getting started presentation.
Download and install WampServer.
And you are ready to go.
Microsoft (Not tested this myself)
Check out PHP on Windows.
Download and install the Microsoft Web Platform Installer.
Let me know how that work out... (never tried it myself, since WampServer is so easy)
You need to have a web server with PHP installed on your PC to make this work.
I highly recommend installing wampserver on your computer. It is a Windows installer that will put PHP, MySQL and Apache in your computer and let you manage all the services and such very easily. If you have problems getting it to work, you can also try out XAMPP, although I've never used it myself.

You should better use the Zend Server Community Edition.

This contains Apache, Mysql, PHP and some Zend related Tools.
Benefit: its much better preconfigured than wamp.
Another easy one to set up (though it takes extra config to support PHP5) is easyPHP
you can simply install PHP, and then run the program and redirect the output
php foo.php > output.html
and then use any browser to open up that html file.
Since you have IIS on the windows cd I would suggest you go to control panel, install/uninstall programs and click on windows components and install IIS. Then install ASP.NET 3.5 from www.asp.net and finally install Phalanger from http://www.php-compiler.net/
That will give you the benefit of both worlds, you can program in ASP.NET using PHP as the language, you can use only PHP if you prefer that or you can mix using ASP.NET/C# on some pages and PHP on other pages within the same application.
I use XAMPP, works out of the box with his installer and is more than enough for a simple developer windows environment.
The simplest way - use www.microsoft.com/web platform installer. get the whole stack to run PHP all from one place.

I am trying to install PHP onto my development box (XP SP3 / IIS 5.1) I've got PHP 5.2.6 stable downloaded (the MSI installer package) and I am getting an error "Cannot find httpd.conf". After that the install seems to breeze by quickly (more quickly than I would have expected) and when I try to execute a simple PHP script from my localhost test directory that I created, I get a slew of missing DLL errors. I have seen posts out there which indicate that its possible and has been done. I dont see any bug reports for this MSI at PHP.NET support. Any ideas?
Not sure if you already have this but I use WAMP from http://www.wampserver.com/en
It's easy and simple to set up, it has an icon in the system tray to show that its active and you can make it go online or available to the outside by clicking the icon and setting it. I used this when I was first learning PHP since it has everything in one, no need to setup any other service like IIS.
Probably the installer didn't configure your server to use PHP properly. Check out Microsoft's page on enabling PHP on IIS or alternatively switch to Apache if that's a viable option.
I'll see if I can remember it correctly:
Unzip PHP zip file into c:\Program Files\php (or run the installer)
Copy php5ts.dll into c:\windows\system32
Copy php.ini.dist into c:\windows and rename it to php.ini
Edit c:\windows\php.ini and look for extension dir - make it point to c:\Program Files\php\extensions (or wherever you put it)
This is where my memory gets fuzzy: Edit your IIS application settings, add a script map for .php files, and set the executable to php5ts.dll
