I want to build webservices in php.
I understand I'll need a server but I'm not sure if I should go with apache24 or wamp.
I also understand I'll need some SQL database but not sure which one.
I can't find a source that will help me figure the installations and the basics of beginning php web service development.
While you will get mixed answers, I use WAMP, and haven't has any issues. Basic instructions are right on the home page.
WAMP = Windows, Apache2, PHP and a MySQL ~ so it's pretty much all you need to get started.
There are also tutorials that you can find, by simply typing in "Wamp install instructions" into Google search.

As Kastener said, you might get mixed answers, after all it's personal taste and experience. As you have said windows 7, I am answering. I am using XAMPP on my windows 7 32bits and 64bits laptops. XAMPP comes with Apache Server, PHP and mySql packed in it and a hassle-free windows installer. Only minor settings to be done. I find easy to configure and use

You just need the PHP interpreter and if you want to do web stuff a webserver.
You can get the interpreter from http://www.php.net - if you are using windows you really want to get a binary version and not compile it on your own - and the Apache webserver.
As a database PHP developers usually use MySQL (but it can also connect to most other databases).
The easiest way for your to get started is getting a package like XAMPP which will contain all you need without requiring you to configure everything manually.
For actually learning PHP, please get a recent book/tutorial. Old stuff is usually telling people to do horribly things every sane developer will hate you for (cluttering your global namespace with variables settable by the user for example).
You could have a look at the official PHP docs which also contains a "getting started" guide.
Since you are an ASP.NET developer I assume that you are familiar with IIS and that you're probably using IIS 7.5. If so then the easiest way to familiarize yourself with PHP is to use Microsoft Web Platform Installer and install PHP directly to IIS. You don't have to set any paths after that, just create a site on IIS and start putting PHP files there. Keep in mind that Web Platform Installer automatically enables WinCache extension and your changes might not be there when you hit the refresh button. Just locate the php.ini and comment out the relevant line.
Straight from the horses mouth. Getting Started. You will need a php interpreter, if you have access to a webhost that has php installed you're half way there, if you have a linux partition you're half way there, otherwise check out XAMPP.

If you are familiar with IIS and want to use it as your web server you can download PHP for IIS here and use some of the learning material there to get started.
If you did not want to use IIS and wanted to use Apache instead then I agree with the others XAMPP will get you a dev environment up and running quickly.
Iam not able to get familiar with XAMPP interface on Windows7 (Only prior experiencxe is with HTML,C,C++).

First, find a good PHP book or tutorial to learn PHP. There are plenty out there, just Google or visit the PHP homepage.
As you follow the book or tutorial, save your .php files in the XAMPP htdocs folder. This will let you view your results using the XAMPP web server. For example, if you write a PHP script called test.php and save it in the htdocs folder, you can access it on your local XAMPP server via http://localhost/test.php.
XAMPP includes phpMyAdmin, which lets you manage the included MySQL database. You can learn more about phpMyAdmin here.
Be sure to read the XAMPP documentation so that you know how to start up Apache and MySQL and access phpMyAdmin.
XAMPP is only a service that provides a webserver, server side language (PHP), database and interface to connect to said interface. Once it is installed you are good to go, all you need to do is turn on Apache, then MySQL. All the rest of the installation requirements should be done automatically upon installation.

You have to run the Apache server for php and the MySQL server for MySQL :D. You can run it by starting the XAMPP Control and than run them. Now you can go to the localhost http://localhost/

Do you really need XAMPP? Sumit, I also have Win7/x64 on one machine, where I installed
Apache 2.2.16 for 32bit Windows
PHP 5.3.2 (x32 Windows VC6 install binary)
Perl 5.12.1 32bit x86 from Activestate
MySQL 5.1 32bit x86 Windows installer)
I installed all-32-bit stuff (even if on 64bit Windows) because that guarantees you a much simpler life. You can handle or maintain every component individually, for including PHP or Perl into Apache, you just change a line or two in the Apache config file. There's no magic at all with all these programs. Install them by yourself and learn a lot in the process.
I'm getting started with a side project that will be developed using PHP and I'm looking for guidance on getting my Windows machine up and running and ready for development (as quickly as possible). Being that PHP development is more geared towards Linux users/developers (which I am not), I'm trying to figure out how to get all the pieces in place to get a 'WAMP' stack operational locally on my Windows machine.
Any good tutorials/quick start guides out there and if not, does someone have all the steps that they could provide me with here?
Install Apache Friends XAMPP.
PHP on Windows:
Install Xampp because it is really easy to install.
Use version control system like for example git to store your code.
Use an IDE like netbeans/eclipse/aptana for faster PHP development(autocomplete, code formatting, PHPdoc, etc).
Learn a PHP framework like for example codeigniter to ease your development. The video/screencast to create a blog in 20 minutes will learn you how to use it.
Practice TDD to test your code, which will result in more stable code-base.

Learning Linux/Ubuntu:
As a sidenote when installing ubuntu which is really a straight forward process you will see that using linux isn't that difficult as you think(It used to be difficult compiling source manually etc). when you install a dual boot and play with every day. I guarantee you that in no time you will really love linux like I do. I really think linux is the best option for coding. Also redis main creator shares this opinion with me.
Probably the quickest way to get a PHP server up and running on Windows is WAMP 2.0. Wamp Site. I use it on my Vista machine. Download it, run the 'exe', and start coding. It is only 16 MB but it is powerful and very simple to use.
Why not go the official Microsoft route:

As previously mentioned, XAMPP is probably the easiest and fastest way to get started with PHP. Search installing xampp on youtube, they got a good video on how to install it to your system.
I want to do a sample program in PHP on Windows XP.
Do I need any special software to get this to work?
I am afraid that I simply open notepad type the PHP program and save it with php extension. Then I open it with the browser as a HTML file. But it does not work.

However you decide to install a webserver and php (or just php and use it in the console like someone mentioned):

Apache (Very, very easy)
Check out the WampServer getting started presentation.
Download and install WampServer.
And you are ready to go.
Microsoft (Not tested this myself)
Check out PHP on Windows.
Download and install the Microsoft Web Platform Installer.
Let me know how that work out... (never tried it myself, since WampServer is so easy)
You need to have a web server with PHP installed on your PC to make this work.
I highly recommend installing wampserver on your computer. It is a Windows installer that will put PHP, MySQL and Apache in your computer and let you manage all the services and such very easily. If you have problems getting it to work, you can also try out XAMPP, although I've never used it myself.

You should better use the Zend Server Community Edition.

This contains Apache, Mysql, PHP and some Zend related Tools.
Benefit: its much better preconfigured than wamp.
Another easy one to set up (though it takes extra config to support PHP5) is easyPHP
you can simply install PHP, and then run the program and redirect the output
php foo.php > output.html
and then use any browser to open up that html file.
Since you have IIS on the windows cd I would suggest you go to control panel, install/uninstall programs and click on windows components and install IIS. Then install ASP.NET 3.5 from www.asp.net and finally install Phalanger from http://www.php-compiler.net/
That will give you the benefit of both worlds, you can program in ASP.NET using PHP as the language, you can use only PHP if you prefer that or you can mix using ASP.NET/C# on some pages and PHP on other pages within the same application.
I use XAMPP, works out of the box with his installer and is more than enough for a simple developer windows environment.
The simplest way - use www.microsoft.com/web platform installer. get the whole stack to run PHP all from one place.

I want to test some PHP on my local machine running Windows XP Professional. I'm familiar with coding PHP for upload, but not with running a web server.
What is the easiest way to set up a test environment? Step-by-step instructions would be great if you can give them.

Update - a year later
A little self-promotion: after using XAMPP for a long time, I began to want things it didn't include. (Support for PDO was a big one - every time I tried to enable pdo and mysqli simultaneously, something crashed.) I eventually worked through the process of installing Apache, PHP, MySQL, and PHPMyAdmin individually, and documented the process with screen shots on my blog.
Some of the configuration that I was able to do this way could have been done in XAMPP, but it was only because I had to set things up myself that I discovered new things (like being able to serve files out of c:\whatever instead of c:\program files\apache\htdocs).
On the whole, I'm happier with having installed these items separately. But XAMPP was a good (and easy) package to start with, and served me well while I used it.

Xampp is the simplest. You can setup everything in a Step by Step and if you require further configuration (Virtual Server, extension) you have the normal php.ini and other file in the directory that you can edit yourself.

Instead of WAMP, I recommend XAMPP, for Cross Platform (X), Apache, MySQL, PHP, and Perl, all in one package. It is very simple to setup and use, and like WAMP puts an icon in the system tray to manage it all.
