SMTP Error, I don't know why - php

Question

I really hope someone will help me with this. I don't know what would be the cause of my problem. But there is an error saying,
SMTP Error: Could not connect to SMTP host. Mail Error - >SMTP Error:
Could not connect to SMTP host.

download latest version from this
and use this ;
