I am very much in doubt about how I go about the following, and I can't really seem to google my way to a solution, so here goes:
Let's say I have a website which basically only consists of a search bar, which I want to link up to a database which every user can search in. In addition to this I want to be the only one who can actually add new data to this database.
To do this, would I basically "just" buy a website domain, make some SQL query hookup to a database that I rent from fx Microsoft Azure? Then whenever people would search for a string the website would query the database and return any relevant information.
Is this the correct way to go about this issue?
For your scenario, I would suggest you use Azure App Service MySQL in-app, which has a cool feature for Web developers to create Web applications that use MySQL. You don’t need to provision a database explicitly as during the creation of the web app when using this feature.

Im currently developing a system using PHP and MySQL, what is required of the system is that it should allow the user be able to access the database on a standard GUI online (web browser) and should also be able to access the database offline, now can anyone help me with a method of how to make this possible.
The idea i have right now (me thinking out of the box) is using local host database manager like xampp which will be offline and an online database manager were the system will be hosted but cant figure out how will both databases be synchronized so that they stay the same.
If you want to have two databases maybe you will have to use a mirroring system. This one, wil help you to mantain the database syncronized with the database of the server with the local or not accessible database. i want create mobile app (i use phonegap) that retrieve and insert data in MySQL Database on web server also i will create website that connected to the same Database using (PHP).
I need guidance:
What topics should i know/use ?
What things should be implemented in Web development process ?
Can i use shared host or i will have to rent dedicated server ?
Is phonegap the right choice to accomplish the project ?

Your lack of familiarity with the technologies involved leads me to believe you are making a mole hill out of a mountain. All the skills involved need time/effort and no one answer here will cover your question.
There are various methods to achieve what you ask... I suggest starting with learning how to write some HTML5, then move on to doing a bit of Javascript and then follow it with a bit on jQuery. These skills are what you will use to place text on your web page or app.
After that, learn how to install MySQL, Apache, MySQL and PHP on your laptop. These skills will help you save data on to a server.
Then you need to learn how to combine them so that the data sent from your web app gets checked prior to saving on the server.
Then follow with how to read the data from the server and prepare it for re-display back on your web page or web app.
Once that is done - learn how to use the PhoneGap build service so you can package your app and try it on your device.
I suspect if you start now, and do 10-20 hours a week, you might get something buggy working by Christmas.

I am working on an Android application that will allow users to gain access to certain sets of files and then sync them with their device for offline use. Thus, when they first download my app, they will have no account or files, they will have to create an account, then enter an access code to gain access to certain file directories for download.
I have the majority of UI of the app completed, and it now needs to be 'plugged in' to a backend. I am a little familiar with PHP as I have done a few dynamic websites, so I am familiar with working with phpmyadmin, but I really want to make this backend schema well made and able to handle business.
I don't know where to start to design the relational databases and all the other factors I may have not even thought about yet. Does anyone have any good references, tutorials, anything that may help me take this next step?

I've been working on a site (for my company) to allow selected data center users to remotely access a scheduling calendar and some pages offering information on the various servers they are coming to the site to access--on a separate site. Initially, I was under the impression that I'd be creating a database and registration page to add, authorize or track end users. My initial project coding has been a combination of HTML, PHP, CSS, and MySQL and Apache for the database side. Now I've been told that we will be using AD, tied into our company's official Active Directory, so that users can use the same IDs and passwords that they've already had approved by our company.
My question is (hopefully) simple. Is there a certain web programming language that I should use in creating the pages that works better with Active Directory than others?
If you are comfortable with PHP, you should be able to achieve the above no problem!
The beauty of PHP is that someone somewhere along the line had the same problem as you so chances are, there's an established solution already.
adLdap seems to be a good solution, a library that already does most of the hard work for you and all you'd need to do would be integrate it into your script!
