Hello i'm new to CKEDTIOR , and I have some problems . I would like to focus when you click on the ckeditor element , and unfocus when you click outside of it . Can you please help ?

Good start, but I see there is the problem with blur part. It is good to utilize component API and in case of CKEditor there is blur event:
Fired when the editor instance loses the input focus.
So I would go with the code like:

So for each textfield there are 4 simple steps:
Attach focus listener (native or you can use jQuery).
Initialize editor instance on focus.
When editor is ready - focus it (it won't be focused be default after initialization).
On blur destroy editor instance.

My algorithm:
I get the DIV text from php/SQL ($.get( "read.php"...)
APPEND contenteditable div with loaded text by jQuery
check the div value, if there is errors in text I make div red (assign class, $(this).addClass("fill_red");)
on every change of text - check and assign/remove class if needed.
Problem is: with preloaded text - everything is working.
But when I append div using JS - check function don't works.
I searched the web, maybe on() method helps me.
But what event?
It should be something like onload, onchange..?
(yes, I could make div generated by php and solve the problem, but I dont want full refresh)

You dont show much code here, but my guess is that you are trying to add class before new data is loaded into dom

I have a site that uses ajax to load a post directly to the page when clicked.
But... I also have an ajax contact-form at the same page. But if I click a post first, then want to send a message later, it fails. But if I refresh the page and go straight to the contact-form and send a message it doesn't fail at sending. Is there any way that I can maybe "reload" ajax without refreshing the page so that you can do multiple things at my site with ajax?

Though it's hard to follow exactly what is going on without being able to see the context of your HTML and without you giving us a more concrete description of exactly which line of code fails to execute, this is likely because one Ajax call is replacing a bunch of HTML which clobbers all your event handlers. So, when you then try to do the second Ajax operation, it's click handler is no longer in force so nothing happens.
Replacing a DOM element loses all event handlers that were attached to the original DOM element. Using .html() or assigning to .innerHTML replaces all the DOM elements within that element, thus losing all their event handlers.
The typical solution to this is to either reinstall the event handlers after replacing the content that you want event handlers on or use delegated event handling from a parent element that is not replaced.

I'm stuck on making CKEditor inline editing work on jQuery UI, especially on Tabs. Does anyone know how to make it work? Are there any plugins that will make CKEditor work on jQuery UI?
I had a similar issue and it turned out to be due to how the browsers were handling the "hidden" or "disabled" components which had yet to be rendered.
http://ckeditor.com/ticket/9814 gave a example of adding a listener to change the readOnly status when the instance becomes ready.

You can attach a click handler to the entire document, and then cancel the event if the user clicked inside the text area. Something like this might do the trick:

I use code similar to this to accomplish essentially the same thing (check when a user clicked outside of something). This is a copy and paste (slight alterations) of that code, and I haven't tested for your purposes. Essentially, it adds a handler to the entire document for the click event, then only executes the code if the element clicked on was not your textarea.

The way i see it, you have multiple submit buttons. Instead of calling the function on submit, call it on the click of these buttons so you can easily access the one the user chose:
