I'm working on trying to get a Drupal 9 site set up. The site was formerly a Drupal 7 multisite, but the developers working on it have broken it up into individual sites. So far, so good. However, they want to maintain the path-based URLs that were previously used, ie example.com/site1, example.com/site2, and so on (as opposed to site1.example.com). I've done this path-based config for multisites, so I assumed this wouldn't be much different, but I haven't had any luck getting Drupal to recognize that the other sites exist.
As best I've been able to figure out, I should be able to put the stand along site into the sites directory, configure sites.php to point to it, add the domain to the apache virtual hosts, and that should work (using the same .htaccess and settings.php as the multisites). I've also tried manipulating that configuration a few ways, with different results:
If I put the entire Drupal 9 site into a directory in sites, drush -l site1` gives me the db info for the default site and I get a 404 error
If I put on the web directory into sites, drush -l site1 gives me the db info for the default site and I get a 404 error
If I put the web directory in sites, but copy the settings.php to the sites/site1, drush -l site1 reports the db is connected, and I get a 500 http error
At this point, I'm running out of ideas as to what might be wrong - I haven't been working with Drupal for very long, and I'm not sure of better ways to troubleshoot. I've been able to confirm that the sites work as stand-alone sites, at least. Any ideas would be appreciated!
Here's the .htaccess:

I tried to install .htaccess file directly from recipes as documentations says on their website(https://symfony.com/doc/current/setup/web_server_configuration.html#using-mod-php-php-cgi-with-apache-2-4), but it didn't install anything. So I went on Github of the recipe(https://github.com/symfony/recipes-contrib/blob/master/symfony/apache-pack/1.0/public/.htaccess) and copy the file into my project.
File contains:

Local and remote server responds with the same error (500 Internal Server Error error was encountered).
I'm using XAMPP with Apache 2.4. I know I can install the whole project with its own web server, so locally I don't need to deal with this. Anyway, when I upload the whole project on a remote server it has the same problem as I'm having with XAMPP.
I read somewhere about changing settings in Vhost, but It doesn't solve my problem with the remote server where I can't reach configuration files for Vhost.
I don't want to sound ungrateful because Symfony is an awesome project but when I was looking for a solution to my problem I saw that this is something what people still asking since Symfony 2. I wonder why Symfony doesn't have an effective solution for this already. Or probably I'm too inexperienced.
In development mode, when i execute this command
symfony server:start -d
The application works verry well.
But when i writes the http://localhost/wafrica2/public/app_dev.php url, this error points out.

Is it possible to run a symfony 5 application without execute the symfony server:start command? I think, the response to this question can help me.
Please, can you help me?
In Symfony >4, there is no app.php nor app_dev.php.
The environnement is defined in the .env file by the APP_ENV = prod or APP_ENV=dev for example.
If you have installed the web profiler bundle, you should have the debug toolbar while in dev. You may have to install the apache-pack bundle to make it work.
The web server root is in public folder. When you launch the server, the console should display the URL where your app is available.

Networking tab of F12 tools in your browser will tell you why the HTTP request failed, most likely because you're requesting one of the assets over HTTP and not HTTPS
The css and js used in the site should also be in https. If the css and js used in the site are in http it will show mixed content issue and it don't load . You can able to see that issue in console (on pressing F12).
If you are adding js and css files in the right way,
Drupal itself should manage http/https protocols.
Read:
JS -> https://www.drupal.org/docs/7/api/javascript-api/adding-javascript-to-your-theme-or-module

Apparently, I have to edit the 000-default.conf file as well. Here's what I did that solved my problem:
I open /etc/apache2/sites-available/000-default.conf and added this code, restarted apache and it worked like a charm.
<Directory /var/www/html/>

AllowOverride All
Order allow,deny
allow from all

Hope this helps someone looking for answers.
Just to add to #Elain's answerr,
Check if you are loading your site over SSL. And if yes, then you have the culprit.
Step 1. edit the virtualhost related to your website but the ssl version (generally its named similar to non ssl version with just the -ssl appended to the name.
Step 2. Put the following inside the above file.
<Directory /var/www/html/>
Options FollowSymLinks
AllowOverride All
Order allow,deny
allow from all
</Directory>
Step 3.
Disable the config using sudo a2dissite mysite.com-ssl.conf
Step 4.
Enable the config using sudo a2ensite mysite.com-ssl.conf
Step 5.
Restart the apache server, sudo service apache2 restart

# Determine the RewriteBase automatically and set it as environment variable.
# If you are using Apache aliases to do mass virtual hosting or installed the
# project in a subdirectory, the base path will be prepended to allow proper
# resolution of the app.php file and to redirect to the correct URI. It will
# work in environments without path prefix as well, providing a safe, one-size
# fits all solution. But as you do not need it in this case, you can comment
# the following 2 lines to eliminate the overhead.
RewriteCond %{REQUEST_URI}::$1 ^(/.+)/(.*)::\2$
RewriteRule ^(.*) - [E=BASE:%1]
# Sets the HTTP_AUTHORIZATION header removed by Apache
RewriteCond %{HTTP:Authorization} .
RewriteRule ^ - [E=HTTP_AUTHORIZATION:%{HTTP:Authorization}]
# Redirect to URI without front controller to prevent duplicate content
# (with and without `/app.php`). Only do this redirect on the initial
# rewrite by Apache and not on subsequent cycles. Otherwise we would get an
# endless redirect loop (request -> rewrite to front controller ->
# redirect -> request -> ...).
# So in case you get a "too many redirects" error or you always get redirected
# to the start page because your Apache does not expose the REDIRECT_STATUS
# environment variable, you have 2 choices:
# - disable this feature by commenting the following 2 lines or
# - use Apache >= 2.3.9 and replace all L flags by END flags and remove the
# following RewriteCond (best solution)
RewriteCond %{ENV:REDIRECT_STATUS} ^$
RewriteRule ^app\.php(?:/(.*)|$) %{ENV:BASE}/$1 [R=301,L]
# If the requested filename exists, simply serve it.
# We only want to let Apache serve files and not directories.
RewriteCond %{REQUEST_FILENAME} -f
RewriteRule ^ - [L]
# Rewrite all other queries to the front controller.
RewriteRule ^ %{ENV:BASE}/app.php [L]
